Foundation and goal

On 1 April, the working group “Inter-institutional Cooperation” for the Climate Hazard Defense System (KliGAS) Saarland was founded under the leadership of KoK² during the KliGAS conference at htw saar. The working group consists of representatives of municipalities, districts, state agencies, ministries, civil protection, fire brigades, aid organizations and utility and waste disposal companies.

The aim is to prepare the joint, statewide use of KliGAS through stronger networking and cooperation between the various institutions involved.

Tasks and objectives

The working group develops common standards and rules to make the inter-institutional use of KliGAS efficient and secure. This includes in particular optimizing interfaces, strengthening synergies and defining guidelines in the following key areas:

  • Data sharing and user rights: Development of a role concept that defines who may access which data – to meet users' information needs while protecting confidential information.
  • Operation and responsibility for measuring stations: Drawing up binding rules for the permanent operation and maintenance of measurement systems, including the development of gauge profiles, to ensure high data quality and availability.
  • Cooperation and usage agreements: Drawing up a comprehensive usage agreement that regulates the rights and obligations of all participating towns, municipalities, districts and other institutions and forms the basis for successful and sustainable cooperation.

The working group makes an important contribution to developing KliGAS into an effective tool for climate change adaptation and disaster protection in Saarland and to ensuring coordinated hazard prevention.
